What is the difference between “Bome Virtual Port 1 → Bome MIDI Translater 1 Virtual in” AND “Bome MIDI Translater 1 Virtual in”?

Great question and you probably need to have owned an old version of Bome MIDI Translator Pro to understand why they are both there.

“Bome Virtual Port 1 x” are automatic aliases created by Bome MIDI Translator Pro that point to the original Port names “Bome MIDI Translator x Virtual In” (or out).

The reason they are there is for backward compatibility. For all intense and purposes open one but not the other as if you open them both, you will get double messages coming in (for in) and going out (for out).

You should note, that if you open 1, the other will be open (implicit) so it will only be listing (or sending) to one port. If you put checkboxes by both they will both show “open” hence the double messages.
