How to program for sending unmodified note on + velocity and delay the corresponding note note off/velocity 0 on externally created port. Was able to generate delayed Note off but velocity was set to 127 with a fixed note.

You can make the output note-off with velocity 0.
Or you could use note-on and in rules set the velocity to a local variable like qq=0 and then use the value of qq for the velocity output. It will not allow note-on at velocity 0 because it is actually another form of note-off so you are using the variable to trick Bome MIDI Translator Pro .
