I had this issue on one of my Windows 11 machines. It would silently not install Bome MIDI Translaor Pro It is not necessarily an Bome MIDI Translator Pro issue as other applications will likely also be affected.
Smart Apps was already off off so I had to go to Settings, Windows Security , Reputation base security and then turn off Check apps and files.
Then it would prompt me and I could allow it to run,
